    Let me add something usefull to this thread. There is a program called Irfanview. It is a great resizing tool to use and it is FREE! It also has some cool effects you can do to photos.

      Irfanview is awesome for resizing pics.

      all you need to to while viewing a pic when using Irfanview:

      Ctrl+S
      select the aspect ratio.
      Save picture.
      done.
