    timing belt has revolving slack

I changed my timing belt yesterday because the old one had revolving slack in it which im guessing is what almost killed the tensioner bearings. now the new one has the same revolving slack, its like a loosenes that travels around. i really dont get it, i tried putting the belt on several times, every time it was TDC, i tried rotating the crank 3 teeth counter clockwise before setting the tension like honda says and the belt was tight but on startup the belt is shaking like crazy. can anyone tell me whats going on? it seems like the belt is stretched but it makes no sense that the new one would be exactly the same.
